Ballot Access for Voters with Disabilities

This past year has proved more than ever how important it is for all public resources to be accessible, regardless of location. Individuals with disabilities have advocated for these virtual and remote services for years, and only now has their significance been recognized by the general populace. Even with our return to “normal”, there are still many people out there that will still require the accessibility of these public resources. SB21-188 allows voters with a disability who receive a ballot through an electronic voting device to return the ballot electronically.

Transfer Jurisdiction to Veteran’s Specialty Court

After leaving the Armed Forces, veterans often face numerous challenges that the average citizen wouldn’t: difficulty in the job market, recovering from combat-related injuries, and combat-related mental health issues. These obstacles leave many veterans with few options and resources to turn to. HB21-1016 allows convicted veterans to be transferred to out-of-district treatment courts if convicted of a crime that may be attributed to their mental health struggles, by petition of the defendant and consent of any victim.


Program to Support Marijuana Entrepreneurs

In 2012, with the vote for legalization of marijuana, the people of Colorado took a massive step in rectifying the tragedies of this country’s failed war on drugs. This bill continues that work--envisioning the cannabis industry as a tool that can work to repair the damage done to black and brown Coloradans. Marijuana entrepreneurs from vulnerable communities can now apply for social equity loans, grants, and seed capital. In putting money right back into the hands of those most impacted by criminalization, this bill puts equity and reparative justice at the core of our state’s marijuana industry.


Recreate Occupational Therapy Practice Act

You never really understand the impact that professions like occupational therapy have on your life until you have to depend on them to rebuild your life. This is why this bill is critical. This bill recreates and extends the "Occupational Therapy Practice Act" until 2030, re-establishing the licensing functions under the department of regulatory agencies for occupational therapists and occupational therapy assistants.

Reductions Certain Taxpayers' Income Tax Liability

This bill creates a state income tax deduction, allowing taxpayers who carry back federal income tax deductions as allowed under the federal CARES Act to access corresponding state income tax benefits in 2021 and future tax years. It also broadens eligibility for the state earned income tax credit in 2020. It decreases state revenue and increases state expenditures through approximately FY 2028-29.

The bill ensures that we’re not waiting on equipment from other parts of the country--that our firefighters are prepared to respond quickly, safely, and decisively to save lives in our state.
